High-tech ankle tether gives location at all times

MIKE WENDLAND, FREE PRESS COLUMNIST: The ankle bracelet can go as long as 48 hours between chargings. Indoors and outdoors, it can report a location with an accuracy of 15 to 30 feet. If someone wearing the tether strays beyond the geographic limitations programmed into it, it immediately sounds an alarm and notifies. Same thing happens if someone would try to cut it off.
